The "Stigma Index" is designed to collect information about the problems of people,
living with HIV and vulnerable groups and related to stigma, discrimination and violation of their rights data.
Information that is expected to receive in the course of the study, will allow to solve
the following tasks:
1) Collect information about the situation related to stigma and discrimination on the grounds of HIV status in Kazakhstan, Kyrgyzstan and Tajikistan;
2) Develop recommendations for appropriate action to prevent stigma and discrimination against people living with HIV.
3) Provide the evidence base for improving policies and programs for people living with HIV and vulnerable groups in Kazakhstan, Kyrgyzstan and Tajikistan. Period of study: June-September 2015, the timing of the study not exceed 3 months
Period of study: June-September 2015.
During the study in all countries will be conducted advocacy meetings with key stakeholders and decision-makers from government agencies, civil society and the international community on the need for the study, its objectives, features, possibilities of application and best practices. There will also be organized trainings on research and training for interviewers that collecting, processing and analyzing data. In the final study will be held a regional meeting for representatives of all three countries on summarizing the research, the presentation of results and the development of the next steps to reduce stigma and discrimination in these countries.
"Stigma Index« expectations and outcomes:
1. This is the first when index of the stigma associated with HIV was defined in the three Central Asian countries on the basis of international approaches and methodology of the study.
2. Were determined the existing stigma against people living with HIV and vulnerable groups. This will support to develop recommendations for the development of programs to reduce stigma and discrimination in Kazakhstan, Kyrgyzstan and Tajikistan and to improve the access for services for people living with HIV and KP, protect their rights.
3. Will Increase the capacity of national partners in the three countries on issues of stigma and discrimination.
