A new project "Access to rapid HIV testing on the basis of NGOs in Kazakhstan"

The OYL "Kazakhstan Union of People Living with HIV" has launched the project "Access to rapid HIV testing on the basis of Kazakhstani NGOs"since May 2016. The project is supported by the Eurasia Foundation of Central Asia Foundation, which provides sponsorship from the United States Agency for International Development (USAID).

The main goal of the project is to create an enabling legal environment for providing rapid HIV testing services on the basis of NGOs in the Republic of Kazakhstan to improve access to key populations for this service.

According to UNAIDS estimates, about 30% of people living with HIV in Kazakhstan are not yet aware of their HIV-positive status.

In Kazakhstan, NGOs are active in many regions, they are implementing projects to provide assistance and support to key groups. HIV testing is one of the key factors in the effectiveness of these projects. Therefore, the availability of this service on the basis of these organizations will help to increase the coverage of HIV tested, and will also improve the quality of projects being implemented.

Activities planned within the framework of the project: analysis of barriers to the introduction of rapid testing on the basis of NGOs in the Republic of Kazakhstan, including an assessment of the willingness of the NGOs themselves to provide these services. Throughout the project, working meetings of interested partners will be held. Also, within the framework of the project, a methodical guide on the algorithm for conducting HIV counseling and testing using rapid tests on the basis of NGOs will be developed. In close cooperation with key partners, a draft order will be prepared approving this manual at the level of the Ministry of Health and Social Development.

The long-term result of the project is the introduction and implementation of an appropriate strategy and model for providing rapid HIV testing and counseling services that meet the needs of key high-risk groups, including provision of HIV testing in outreach services, in locations and conditions convenient for clients.
