Visits to the regions to assess the potential of NGOs

At the end of June and the beginning of July 2016, within the framework of the project "Access to rapid HIV testing on the basis of NGOs in Kazakhstan", with the support of the Eurasia Foundation of Central Asia Foundation (from the USAID funds, two visits were made to Pavlodar and Ust-Kamenogorsk, to assess the potential of NGOs to provide rapid HIV testing services.

From 25.06. on 26.06.2016 the expert visited Pavlodar. During the visit managed to visit 2 non-governmental organizations ("You're not alone", "Gerlita") and meet with volunteers working with the MSM group. The expert, Kasymbekova Sayrankul, assessed the communicative knowledge of NGO staff, as well as their knowledge of HIV. Meeting with MSM volunteers suggested that the introduction of rapid testing on the basis of NGOs working with MSM, if there is a suitable premises, is an ideal option.

The visit to Ust-Kamenogorsk took place from 01.07. to 03/07/2016. The expert met with representatives of two non-governmental organizations ("Answer" and "Kuat"). During the visits, it was assessed how the staff preparedness to provide pre-test counseling and testing services, as well as the availability of a suitable room, its location, etc. For example, in Answer, Ust-Kamenogorsk, in one of the rooms there is a sink with water supply that could be brought into line with sanitary rules and norms and adapted as a procedural room, which the management of the organization plans to do with a positive decision issue. According to the preliminary assessment of the expert, the introduction of rapid HIV testing in the Pavlodar region at the moment is very difficult. In the East Kazakhstan region, on the contrary, there are all conditions for the introduction of any rapid test methods. More detailed results of the analysis of barriers for the introduction of rapid testing on the basis of NGOs in the Republic of Kazakhstan will be available in the near future.
